We’re sharing a reminder of the important news about an upcoming change that could impact your importing processes: the launch of the Canada Border Services Agency’s (CBSA) new Customs Declaration and Risk Management (CARM) Release 2 (R2) system.
What’s Changing?
On May 13th, 2024, CBSA is set to introduce its latest system upgrade, CARM R2. So, what does this mean for importers like you?
Registration Requirement: All importers, regardless of where you’re based, will be required to register on the CARM website. This involves providing banking details, posting Financial Security (Bond), and nominating your Customs Broker(s).
Direct Payments: A significant change is that going forward, you’ll be responsible for making duty and tax payments directly to CBSA through the CARM website. This eliminates the role of Customs Brokers in handling these payments on your behalf.
Delegation of Authority: Customs Brokers will only be able to submit entries if you’ve granted them delegation of authority. Importantly, if you register before the deployment date, you’ll have a 180-day grace period to complete these requirements and still participate in the Release Prior to Payment (RPP) program. This allows your shipments to be released and delivered prior to final payment and accounting, just like before.
Why It Matters?
Failure to register in time could lead to delays and additional steps, including moving your shipments to a bonded warehouse until all CARM requirements are met. This is why it’s crucial to act promptly and ensure you’re prepared for the changes ahead.

We kindly urge all of our customers to ensure they or their Canadian consignees are registered in CARM and have provided delegation of authority to their respective Customs Broker before the deployment date. Acting promptly will help avoid disruptions to your importing processes.
