News(May 2024) – CBSA’s CARM: Launch to External Clients Rescheduled to October 2024

The Canada Border Services Agency (CBSA) has provided an update regarding the scheduled launch of the CARM (CBSA Assessment and Revenue Management) system, addressing shifts in the implementation timeline due to uncertainties in the labor environment.

Initial Announcement and Delay

On April 19, 2024, the CBSA announced that the internal launch of CARM Release 2 is set for May 13, 2024, aiming to enhance the agency’s compliance and enforcement capabilities. However, the external launch for Trade Chain Partners (TCPs) is postponed to October 2024 due to labor environment uncertainties.

Implications for Trade Chain Partners 

The postponement means that the CARM system will not become the official system for TCPs to account for imported goods and handle duties and taxes on the previously expected date. Instead, the current systems and processes will continue to be in use until the new launch date.

Cancelled Customs Notices

Due to the rescheduling, several Customs Notices issued for the transition period have been revoked. These include guidelines for submission and processing adjustments, administrative measures related to duty relief programs, and details on the cutover period.

Cutover Period and Transition Measures

The initially planned cutover period from April 26 to May 13 will no longer take place as scheduled. The CBSA assures that the legacy environment will remain operational, and transition measures will be introduced post-October launch.

Continued Availability of Current Systems:

Trade Chain Partners can continue using the existing CCS and CADEX systems for accounting and submissions until the new CARM implementation date. The CARM Client Portal will remain accessible for registration and preparatory activities.

Operational Continuity and Future Updates

The CBSA emphasizes that ongoing operations, such as the processing of adjustments, duty relief applications, and casual refund claims, will continue under the current state processes. Updates on new cutover dates and detailed transition measures will be communicated in due course.
